Planning closed. The platform scaffold builds green and four curriculum matrices are skeletoned; no further design work until the build session runs.

Research pass published with a three-tier source rating: official, cross-verified, unverified. One correction — two certification tracks had been documented backwards, and curriculum sizing had been reading the wrong blueprint.
